About Windsor Essex Community Housing Corporation

Windsor Essex Community Housing Corporation (CHC) (https://www.wechc.com/) is incorporated under the Ontario Business Corporations Act as a local housing corporation (“LHC”) under the Ontario Housing Services Act, and is 100% owned by the City of Windsor. We are the largest affordable housing provider in Windsor and Essex County and are the fourth largest LHC in Ontario. We operate a portfolio of affordable housing, public housing, and rent supplement programs. CHC also operates the centralized housing waitlist for all of Windsor-Essex. CHC owns and manages 4,894 units of housing, with: 4,436 units in Windsor, and 479 units in Essex County, serving over 12,000 tenants. This is operated as four separate housing portfolios:

  • Public Housing – 3,532 units

  • Non-Profit Families – 573 units

  • Non-Profit Seniors – 597 units

  • Affordable Housing – 192 units

The City of Windsor is legislated to maintain 5,726 units of RGI housing in Windsor-Essex of which CHC manages 68%.
